Using WMV videos

Submitted Question:

I have a campus that when they insert their .wmv files (created in Movie Maker) into Visual Communicator 3 the inserted movie file is jumpy in the final published version. What settings or adjustments would you suggest?

I have to admit I'm not a heavy user of Win Movie Maker, but I know a lot of others are since it's free.  I prefer Adobe Premiere Elements for timeline-based editing, it's simple enough for my middle schoolers to use, and costs under $100.

I do however use WMV as a preferred format for all our videos we make and edit.  Without knowing the specs on how you are saving from WMV, I'm going to give you the specs we use for all our stuff.  This is under the custom preset within the VC publisher...

640x480 size, 2000k constant bitrate, and audio is 128k constant bitrate.
